33  F.C.O 1985 State Notification-2 F.C.O. 1985 (Fertilizer Control Order, 1985) is a regulatory framework issued under the Essential Commodities Act to control the quality, pricing, distribution, and sale of fertilizers. State Notification No. 2 under FCO provides specific guidelines for licensing of fertilizer dealers, inspection, quality standards, and enforcement mechanisms to ensure that farmers receive genuine and quality fertilizers. 34 F.C.O 1985 State Notification – 5 F.C.O. 1985 State Notification–2 is a regulatory order issued under the Fertilizer Control Order, 1985. 35 State allocation under RKVY scheme in the year 2021-22 The Government of India approved the inter-state allocation of funds under the Rashtriya Krishi Vikas Yojana (RKVY–RAFTAAR) for the year 2021–22. The funds are distributed among States and Union Territories under General, SCSP, and TSP components based on eligibility criteria, SC/ST population share, and past utilization. 9 Award for Institutions which secure 100% results in SSLC and PUC Examinations Government and Aided Educational Institutions with minimum strength per school who secure 100% results in SSLC and PUC examinations are honored with cash prizes amounting to Rs. 10000/- per school. All such schools, irrespective of Government, private and aided, will be honoured with mementoes commemorating their success. View
10 National Talents Scholarship to Students (NTS) Scholarships of Rs.2,000/- per annum for a period of 2 years are sanctioned to students who pass the State level NTS examination but un-succeeded  in National level examination. View
11 Payment of Tuition/Examination Fees to economically backward students and incentive to merit students 50% of the contribution collected from High Schools and 60 % of the contribution collected from Junior Colleges (PUC students) and Degree Colleges towards Karnataka State Students’ Welfare Fund  is permitted to be utilized by the respective institutions for payment of Tuition / Examination fees of economically backward Students, for giving incentives to merit students and for arranging suitable student welfare programs. 12 Bravery awards to the students Students who show exemplary courage in saving the lives and properties of the public are given a bravery award of Rs.2500/- each.  The list of such children will be  provided  by Woman and Child Welfare Department. View
13 Sports awards Sports cash awards will be given to State Level champions in each wing of the sports championship organized by the Department of Public Instructions.  An amount of Rs.3,000/-, 2,500/- and 2,000/- each will be given to the top three students respectively and Rs.2,000/-, 1,500/- and 1,000/- to the top three teams. 14 Students Safety Assistance Scheme With a view to provide compensation to the families of students who become victims of accidents and other natural calamities, the Karnataka State Students’ Welfare Fund has introduced “Students Safety Insurance Scheme” from the year 2001-02 and a compensation amount of Rs.50,000/- will be given away to the parents/Guardians of the deceased children. This scheme is applicable to students studying in all government, aided and unaided institutions. View
15 Medical Assistance to Students Financial assistance up to a maximum of Rs. 50,000/- is sanctioned to any student towards his/her medical treatment. View 
16 Merit Scholarships to students who secure highest marks at the district level Cash awards will be given to the Meritorious students who secure highest marks in SSLC and PUC at district level in the following manner.

  1. SSLC – Rs. 2,000/- per Student  – 10 awards 5 each for Kannada and English medium students.
  2. PUC – Rs.3,000/- per Student – 6 awards each for Science, Arts and Commerce Students.

17 Co-curricular activities for PUC students Amount will be released to conduct state level co-curricular activities to PU Board every year. PU Board will organise the activities. View
18 “ARIVU” Education Loan Scheme Under this scheme, Religious Minority Community students selected through CET / NEET who wish to pursue professional courses such as M.B.B.S., M.D., M.S., B. E., B.Tech., M. E, M. Tech., B.D.S., M.D.S., B. Ayush, M. Ayush, M.B.A., M.C.A., L.L.B., B. Arch, M. Arch, B.Sc in Horticulture, Agriculture, Dairy Technology, Forestry, Veterinary, Animal sciences, Food Technology, Bio Technology, Fisheries, Sericulture, Home/community Sciences, Food Nutrition and Dietetics, B.Pharma, M.Pharma, Pharma.D, and D.Pharma will be granted loans ranging from Rs. 50,000/- to Rs. 5,00,000/- for every year until the course duration.  Such student shall repay the loan with service charges of 2% per annum after 6 months of completion of the course. The annual income of the beneficiary’s family under this scheme should not exceed Rs. 8,00,000/- per annum. View

3 Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) envisages to skill 5 lakh youth annually of which 2.50 lakh youth shall be targeted under schemes implemented directly by SDEL and 2.50 lakh youth shall be targeted under schemes implemented by other Government departments and government bodies. 4 Ambedkar Karmika Sahaya Hasta Scheme Under this scheme, a total of 102 categories of unorganized workers are being registered free of cost and provided with smart cards that offer various facilities. These include all categories of workers in the unorganized sector, those engaged in traditional occupations from backward classes (Categories 1, 2A, 3A, and 3B) and workers engaged in hereditary occupations belonging to nomadic and semi-nomadic tribal communities. 5 Swachh Bharat Mission (Rural) Karnataka has been the forerunner in putting forth concerted efforts to implement total sanitation in the rural parts of the State. The State has been implementing a number of sanitation programmes right from 1985, with the assistance of Central Government and external agencies like Danida, Royal Netherlands, World Bank, UNICEF and other development partners. With a view to give special emphasis to rural sanitation, “Nirmal Grama Yojane” has become operational in 1995 and was implemented for 8 years. Afterwards the Centrally sponsored scheme of “Total Sanitation Campaign” was in operation from 2005 to 2012, and this scheme was renamed as Nirmal Bharat Abhiyan from 1st April 2012, and it was again rechristened as “Swachh Bharat Mission” with effect from 2nd October 2014. 6 Rural Drinking Water and Sanitation Supply of adequate and safe drinking water to all the 59,774 rural habitations of the State is given utmost importance in order to improve the living Standards of the rural masses. It is programmed to provide 55 liters of drinking water to each person per day as per the NRDWP guidelines -2013. 1 Fee Concession In order to enable the backward classes students to pursue higher education, the fees charged by the government colleges are deposited in the account of the principal of the concerned student’s college by Government. View
2 Vidyasiri-Food and Accommodation Scholarship Scheme Providing boarding and lodging assistance to students belonging to Backward Classes who are not admitted in Government / Government Aided Hostel / Residential Colleges of any Department and are studying in Post-Matric courses. View
3 Post-Matric Scholarship The objective of this scheme is to provide post-matric scholarship facility to the day scholar students of backward classes studying in post-matric courses in residential colleges in any department, hostel, who do not get admission and are not selected under FOOD ACCOMMODATION AND ASSISTANCE Scheme. View
4 Pre-Matric Scholarship The main objective of the programme is to promote education among children belonging to these communities by providing financial assistance to students belonging to backward classes studying in pre-matriculation 9th and 10th standards. View
5 NT SNT scholarship In order to reduce the number of Middle and High School dropouts and to continue this level of education, the Government is providing Financial support in the incentives to the students attending government or government accredited private institutions for the students belonging to the nomadic and semi-nomadic race. View
6 Private Aided Pre-Matric Hostels Food expenses of students being given in order to encourage and support the 244 private hostels run by voluntary organizations in the state for Pre-Matric students. View
7 Private Aided Post-Matric Hostels Food expenses of students being given in order to encourage and support the 24 private hostels run by voluntary organizations in the state for Post-Matric students. View
8 Pre-Matric Hostels Pre- Matric Girls/Boys Hostels are being opened and maintained to encourage students from backward classes to continue their primary and secondary education. The Backward Classes Welfare Department has 1301 pre-matric hostels (1010 boys and 291 girls), in these 54060 boys and 15896 girls students with total of 69956 students are enrolled. View
9 Post-Matric Hostels For backward classes students pursuing courses after matric such as PUC, Degree, Master’s Degree, BE, MBBS, Diploma, Vocational etc. 1068 Post –Matric students hostels has been started (507 boys and 629 girls), in this 52373 and 65177 students total 117750 students have been enrolled respectively. 10 Construction of D Devaraj Urs Bhavan Steps have been taken to establish 176 taluk offices under the Backward Classes Welfare Department and the construction of Devaraj Urs Bhavan for Taluk offices is being undertaken at Taluk level. Rs. 400.00 lakhs of grants are provided for this purpose in FY 2024-25, funds provided will be utilized for on-going construction work of Devaraj Urs Bhavan and also construction of New Devaraj Urs Bhavan at Taluk center where sites are available. 11 Construction of Hostel Buildings Backward Classes Welfare Department operates 2535 hostels, out of these 1620 hostels have their own buildings, 199 hostels operating in free buildings and remaining 716 hostels are operating in rented buildings. It is not possible to provide all the basic amenities such as accommodation, toilet, and bathroom etc., in hostels operating in rented buildings. In this backdrop, it is necessary that the hostel must build their own buildings by this they can provide all necessary infrastructures to the students. Programs are being carried out on the basis of availability of funds to build their own buildings. Rs. 20000.00 lakhs has been provided under various schemes for construction of student hostels for the year 2024-25. View
